Utilizing Training Manual for Green Public Procurement with Case Studies from Vietnam and Thailand

Public procurement wields enormous purchasing power, accounting for up to 30 percent of GDP in many developing countries. Leveraging this purchasing power by buying more sustainable goods and services can help drive markets in the direction of sustainability, reduce the negative impacts of an organization, and also produce positive benefits for the environment and society. The advancement of sustainable public procurement (SPP) or green public procurement (GPP) practices is thus recognized as being a key strategic component of the global efforts towards achieving more sustainable consumption and production patterns.

Recognizing this potential, Thailand and Viet Nam were selected as part of the Korea Environmental Industry and Technology Institute (KEITI) and United Nations Environment Programme (UNEP) pilot projects for building capacity on GPP at national level through knowledge generation and knowledge sharing, technical expert support to develop various tools and assessments required as basis for establishing GPP, and cross fertilization of GPP policies and practices to support harmonization of GPP definitions and processes in Asia at regional and sub-regional level for promoting cross-border trade and growth.

Hosted by CIMBAL, the event is aimed at disseminating ProminentMed project, open for all interested participants. This event will be held on September 20th, in Beja, Portugal, after the partners' meeting taking place the day before, in Mértola.

Conference on Responsible Public Procurement

An international expert conference organised by the Ministry of Labour and Social Affairs in cooperation with the Ministry of Agriculture.

The conference will focus on the strategic approach and social aspects in public purchasing. The aim of the conference is to show this topic within the international context, to present national strategies for promoting responsible procurement, to get inspired by experience of individual contracting authorities, to focus more on selected topical issues, including experience of audit institutions and matters related to measurement, and to provide an outlook of expected trends and visions in responsible procurement. At the conference, contributions to socially responsible public procurement in the Czech Republic will be awarded.

Strategic Public Procurement as a driver of change and growth in cities and regions

To be an effective driver of change and growth, public procurement needs to shift towards a more strategic approach. Doing so requires both defining strategies and goals and ensuring that they translate into practice. The session will discuss existing initiatives across Europe such as the Urban Agenda Partnership on Innovative and Responsible Public Procurement or efforts carried out to foster the use of public procurement to promote a more circular economy. The session will also present concrete case studies to support and encourage discussions, from the “Pilot Action on Strategic Public Procurement” commissioned by DG REGIO. The objective is to demonstrate that, used strategically, public procurement can bring public services closer to citizens’ needs. It will identify practices on how to use strategic public procurements to get real benefits beyond the purchased products or services. Discussions will concentrate on experiences and tools to make your city or region greener, smarter and more inclusive.
