This guidance document has been prepared by the public procurement topic
group of the Smart Cities Stakeholder Platform. The objective of this
document is to highlight the characteristics that a public procurement
process has to have to ensure it is in line with smart city investment needs.
Procurement processes need to account for the whole lifecycle costs and
benefits, rather than only the basic investment costs.
