European Commission focuses on procurement issues of large buyers

The European Commission is hosting an event in Brussels on 6 December focusing on the needs and issues of large public buyers in the EU. The event follows a substantial Communication on priority areas for improvement in public procurement issued in October, and looks specifically on public procurement of innovation (PPI), cross-border Joint Procurement and digitisation of procurement processes. The event brings together large European cities, central purchasing bodies and stakeholders' associations along with representatives from the European Commission's DG GROW.

ICLEI has been working with large city and regional public buyers in the context of several sustainability and PPI projects, including SPP Regions and CEPPI. The SPP Regions project concerns the establishment and expansion of 7 networks from across Europe which have committed to draft a total of 42 eco-innovative tenders - 6 per region - focused on energy savings in public buildings; vehicles and transport; and food and catering. The project has published several tender models involving large purchasing organisations, including the joint procurement of 500GW/h of green energy in Piedmont region (Italy).

The CEPPI project also plans innovative tenders involving cities which will achieve at least 33GWh/year within the duration of the project.
