Using product service-systems to enhance sustainable public procurement
This technical report, co-authored by ICLEI, is intended to assist governments in evaluating the potential of productservice
systems to act as a driver in achieving their sustainability goals. The authors believe the
report provides a basis for more research to determine the effectiveness of various PSS
schemes and related products in regard to sustainable public procurement.
This Framework describes the partnership and procurement arrangements Rijkswaterstaat wants to use to bring about innovations required to face our rapidly changing world. It also describes the Innovation Agenda - the process used by Rijkswaterstaat to outline which innovations should be given the highest priority.

Using public procurement as a decarbonisation policy: a look at Germany
in germany, public purchases account for 15% of annual GDP. However, the use of GPP remains marginal. This report examines trends in GPP in Germany, and makes recommendations on how an increased adoption can be encouraged in the future to support wider decarbonisation ambitions.
