The Province of Utrecht wanted to conduct a pilot project to purchase circular computers for 1,000 workstations. However, no supplier was found which could meet the requirements set by Utrecht, uncovering important lessons about market consultation and dialogue.
Case Studies: Public Procurement of Energy Efficient Data Centres
“Green” data centres not only suppose a significant reduction of monetary costs, but also offer a sustainable, innovative, safer and energy efficient computing solution.
This series of case studies, compiled within the European PrimeEnergyIT project, present some of the good practice experiences from public authorities in Europe on energy efficient data centres. The different scenarios included in this compilation confirm that the public procurement of newly constructed data centres originates from the necessity to achieve more efficient energy consumption, reduced operative and maintenance costs, and safer data storage through higher availability and improved redundancy.

Green Public Procurement in the Asia Pacific Region: Challenges and Opportunities for Green Growth and Trade
This report reviews and analyzes the progress of Green Public Procurement (GPP) policies, challenges and opportunities in APEC economies in the context of green growth and promotion of trade in environmental goods and services (EGS). It includes the elaboration of a database of environmental criteria of eight groups of products. The information considered in this study has been gathered through questionnaires and bibliography review.

Working with suppliers to achieve social opportunities
Since 2009, TfL has worked in partnership with suppliers to provide opportunities to people from a range of backgrounds, while also ensuring the deliverability of its future business plan. This approach has been reinforced by the Greater London Authority's Responsible Procurement Policy (2017). By inserting Stategic Labour Needs and Training (SLNT) into contracts, and working with other third sector organisations, TfL has successfully increased the routes into supply chain employment, helping to create 5,400 supply chain apprenticeship starts and over 5,000 workless job starts.
City of Rome: Developing a monitoring system for GPP
The Metropolitan City of Rome Capital has been monitoring GPP since 2009, and in 2016, it introduced a new monitoring system linked to the public procurement electronic information system. This innovative, digital system makes it possible to require departments to attach relevant environmental criteria to procurement procedures.
Procuring energy saving building technologies - Torino
In conjunction with the PAPIRUS project, ATC conducted a PPI process to procure technical solutions which improve energy performance. The contract was awarded on the basis of the most economically advantageous tender, weighted according to energy efficiency, sustainability, installation and maintenance and economic criteria.

Forward Commitment Procurement of a zero waste prison mattress solution
Historically, the majority of waste mattresses and pillows from Her Majesty's Prison Service (HMPS) were sent to landfill or incinerated (costing money and damaging the environment). HMPS worked with the DTI/DEFRA Environmental Innovations Advisory Group and OGC in the first Forward Commitment Procurement (FCP) demonstration project to deliver an innovative solution to this problem.

The Headquarters of the Weiz District authority was renovated to a highly energy efficient standard through the use of innovative facade elements and ventilation systems. Overall heating energy demand per m2 has been reduced by 80%.
