March 2022

The Most Economically Advantageous Tender ("MEAT") award criterion

GPP Helpdesk Webinar
30 March 2022, 10:30 - 11:45

Sustainable Public Procurement (SPP) is an important tool to achieve environmental policy goals relating to climate change, resource use and sustainable consumption and production – especially given the importance of public sector spending on goods and services in Europe.
This is the first of four webinars of 2022, as part of the European Commission’s Helpdesk service on GPP. The webinar will focus on the Most Economically Advantageous Tender (“MEAT”). According to the EU Public Contracts Directive (2014/24/EU), tenders must be awarded on the basis of the most economically advantageous tender. It can be identified on the basis of price or cost only, using a cost-effectiveness approach, such as life-cycle costing, or on the basis of price together with other elements, which can include qualitative, environmental and socially responsible factors (best price-quality ratio), linked to the subject matter of the contract.
The GPP Helpdesk Webinars provide a forum to inform stakeholders working in the field of public sector procurement about important new developments in the resources available and legislative context for Sustainable Public Procurement, and provide an opportunity for questions and discussion. For more information, visit the European Commission’s GPP website.
