Electric bicycles are an important environmentally and socially acceptable alternative to cars at distances of up to 20 kilometers. Compared to the car, electric bikes are cheaper and at the same time more ecological, healthier, often faster and definitely more space efficient. This guideline is based on the criteria of the eco-label Blauer Engel für Elektrofahrräder (DE-UZ 197), June 2015 edition.

Environmentally friendly products only lead to real environmental relief if they can actually establish themselves on the mass market. Life Cycle Costing (LCC) can be used to determine all the relevant costs that a product causes along its entire product life cycle. The "hidden" costs, such as consumption and disposal costs, are also recorded systematically. Thus, for example, in a direct comparison of different variants, for example between a conventional and an environmentally friendly product, it can be determined whether and to what extent the environmentally friendly variant also performs better overall than the conventional one from an economic point of view.

As public administration staff will generally not be able to develop environmental protection requirements for products and services themselves, a sensible and efficient way is to use the eco-label criteria.
