Article about the project 'Sterke Lekdijk' in the Netherlands which is part of the Flood Protection Program (HWBP). The primary barrier no longer meets the new safety standards in the Water Act and will be reinforced over a length of 55 kilometers. The 'De Stichtse Rijnlanden Water Board' (HDSR) wants to engage three parties for the reinforcement of the Lekdijk. They will work together according to an innovation partnership. The aim is to carry out the improvement without emissions.

Experimenting with innovative startups. Minister Knops of the Interior and Kingdom Relations (BZK) wants to modernize his ministry in a world that is changing rapidly. BZK completed its first Startup In Residence (SiR) program and has now started a second edition together with other authorities.

Under the PPI4HPC project, funded by the European Commission (call EINFRA-21-2017), a group of leading European supercomputing centres (BSC in Spain, CINECA in Italy, Forschungszentrum Juelich-JSC in Germany and GENCI/CEA in France) formed a buyer’s group to execute a joint Public Procurement of Innovative Solutions (PPI) for the first time in the area of High-Performance Computing (HPC).

GPP Case Study- Frederiksberg is, like many European cities, challenged by urban flooding. While sustainable drainage systems (SuDS) are a growing practice in city planning, an ideal solution for Frederiksberg’s dense city streets did not yet exist. As such, the municipality decided to use an innovation partnership approach to procure a customised solution.

GPP Case Study- The Generalitat Valencianais is responsible for procuring goods and services for the public sector for the region. It is committed to including environmental criteria in their framework agreements, so when the need for a new contract for cleaning services arose, the Generalitat decided to include award criteria with a minimum threshold score to incentivize the increased use of co-labelled cleaning products, sustainable paper products, recycled or compostable waste bags and energy efficient vacuum cleaners. A total of 18 suppliers were able to meet the minimum threshold, thus qualifying for the framework.

GPP Case Study- LIPOR is responsible for waste management in the Greater Porto area, and since 2017, it has also acted as a central purchaser, creating cost effective framework agreements from which municipalities and other contracting authorities can buy goods and services. In 2018, it created a new framework contract for cleaning products and services, including dedicated lots for ecological products and services. The result is a framework contract which rationalizes public expenditure in the procurement process, delivers better values for money, higher quality goods and services and better contract management.

GPP Case Study- For over 40 years, the La Mercè Race (Cursa de La Mercè) has been held each September as part of Barcelona’s “La Mercè” festivities. The 10km race is organised by the City of Barcelona, and is one highlight among hundreds of free events celebrating the city and Catalan culture.
The race’s organiser, Barcelona Sports Institute (IBE), is committed to reducing the environmental impact of sports events, and it identified waste reduction as a priority in its greening plan for the La Mercè race. It developed an objective, transparent waste reduction criterion, which was easy to evaluate in the procurement process. The winning supplier can deliver t-shirts without plastic bags in reusable crates, which has reduced cardboard waste 75% and avoided 13,000 plastic bags in 2019 alone. The race t-shirts are also certified by MADE IN GREEN OEKO TEX, and are delivered using ECO vehicles

GPP Case Study- The City of Vienna prepares about 100,000 meals every day for kindergartens, schools, medical and nursing facilities and home delivery for pensioners. In 2019, a new framework contract for the supply and delivery of “earthy vegetables”, referring to vegetables growing directly in or on the soil, was needed to supply city-run nursing homes.The City wanted to encourage food sustainability along the entire supply chain, from production to delivery. This included requiring the seedlings to be certified as organic, to encourage suppliers to grow young plants in their own nurseries, using renewable energy, asking for producers to only use organic compost as fertiliser, and finally to encourage bidders to reduce packaging and transportation distance as well as to use low emission transport. All bidders were able to fulfil the criteria, and the winning bidder now provides city nursing homes with 100% certified organic produce.
